Across waist - 13½"  (to fit up to 26" waist)
Outside leg - waist to cuff - 32"
Inside leg to cuff - 17½"
Inside leg to knee seam - 15"
Across knee seam - 6½"
 
Please check all the measurements carefully,  vintage breeches tend to be smaller than we are used to today on the legs particulary

IN UTTERLY IMMACULATE CONDITION - it's hard to believe they've been worn - particularly since on examining them I found one of the original tailor's pins still inside the inside leg seam and I can't help but feel that the wearer would have noticed it if they had ridden in them.
